EXPERIENCE AND EDUCATION:

Essential Qualifications/Experience:

·         A university degree in computer science or a related scientific or engineering discipline. The lack of a university degree may be compensated by the demonstration of particular abilities or experience of interest to the Agency

·         Extensive relevant and recent experience (at least 10 years) all:

·         IT Service Management experience in a military service provider environment

·         Knowledge of applying ITIL or corresponding service management industry framework

·         Project Management, Prince 2

·         Experience in preparing, planning and participating in formal testing events such as NATO interoperability exercises

·         Experience in defining and maintaining Enterprise Architectures

·         ITIL Process development

·         Microsoft SharePoint

·         Experience in engaging with the primary customer (NATO ACT)

·         Knowledge of the NATO processes especially for requirements management and capability planning (ACT led)

·         Basic knowledge of Integration APIs

·         Prior experience of working in an international environment comprising both military and civilian elements

·         Technical management and leadership experience

·         Knowledge of NATO responsibilities and organization, including ACO and ACT

·         Experience in writing the reports on SMC AJP (Allied Joint Publication)

·         Understanding of national and NATO CIS Systems used in ITSM and CIS.

·         Able to lead a small group of experience developers in participating in NATO lead exercise.

·         Able to interact with Staff officers from different nations

·         Able to interact with ACT staff member and in-depth knowledge of NATO and FMN organization

·         In-depth knowledge of Allied Joint Publication Doctrinal Development and possibility to lead meetings with multiple National and/or NATO participants

·         Report to COO SMC and ACT on progress on the development of the FMN Spirals

·         Brief stakeholders on progress of Allied Publication and FMN Development

DUTIES/ROLE: 

·         Produce detailed current and updated FMN spiral development of specifications including documentation (procedural and technical instructions)

·         Provision overarching doctrinal guidance for operational commanders and staffs to orchestrate the planning, integration, deployment, and operation within military missions in the SMC area. Fast and agile SME support to allied documentation development with respect to the SMC area

·         Prepare and lead the experimentation of all development in FMN Spirals at CWIX or related events, to ensure the readiness and resilience of deployed Federated SMC capability

·         Influence on Nations ambition through events such as TIDE Sprint, Hackathon and IO360 to keep the innovative edge of ACT for (federated) SMC, in order to advance NATO readiness, resilience and relevance

·         Prepare and lead Testing of AI-Tools (reactive, proactive, predictive and autonomous) in order to safe costs, time, and enhance customer satisfaction. AI solutions include chatbots, machine learning to detect anomalies and predict outages, and AI-powered processes to resolve incidents. NATO (static and deployed) can optimize their ITSM processes, reduce costs and enhance cyber resilience, in order to improve Command & Control (C2)

·         Update FSMC Roadmap including transition plan for PoW 2025

·         Provide Progress Report on federation interfaces development, road to CWIX

·         Provide Technical Report and update on implementation of API and specification developments into operational use

·         Provide Technical Report CWIX or related events shall prepare the meeting and TDY reports and communicate back the outcomes of following meetings/events
